LP3 CIP-40 Removal Request

Update 6/10/2022

Concord, NH Budget 2023-24 Finance Committee Meeting June 9, 2022 (the council discussion) followed by City Council convening to vote on the budget for 2023-2024.

Council started discussing the removal of CIP40 at 46:23 into the recording:


This June 9 recording illustrates how the current mayor and nine of the fourteen city councilors think about CIP40 as well as their opinions on building Langley Parkway North and removing the CIP. 

Two votes were discussed at approximately at 1:31:00 on a motion for the CIP40 phase 3 (the whole LP3 phase 3 a&b) followed by a second vote to eliminate CIP40 phase 3b only. At approximately 1:39:35 only one vote was taken on the original motion to remove CIP40 phase 3b only. One absence and one recusal (Mayor). Final vote was 8 to 5 (adopted).

After this work session the City Council convened at approximately 3:23:56 and took public testimony at approximately 3:26:25 to 3:52:50. The council then voted on the four budget resolutions for 2023-2024.

LP Phase 3 again! Join the Opposition

Discussions about completing Langley Parkway Phase III (aka "North") have returned. 

As the Concord City Council will be reviewing and then approving the FY2023 Budget this CIP project may get approval for development in the very near future.

Although it can be difficult to discern who the proponents are this time, and those with enough influence and power to realize the nightmare, it is clear the Mayor and Manager are on board.

In 2015 Mayor Bouley recused himself from the discussion as reported on Patch. Is he or will he participate in discussions or influence others on the project?

My opinion over the years have been explicit and vocal as reported on Patch and other places.

Fortunately there is a dedicated group of people organizing to oppose this project.

Auburn Street trail and Bow Brook

The proposed Langley Parkway North - aka Phase 3 is a threat to what has been termed the "Crown Jewel" of multi-use trails in Concord, NH. The Bow Brook crosses the trail South of Auburn Street. This brook is an amazingly beautiful place to visit.

Below are images of the trail and the brook. Take time to savor them, play the short clips from March 2018 and December 2017, and  think about how you can help preserve this special place.

Share your voice. Tell the leaders of Concord where you stand on the issue of CIP40. Let's get involved as a community with our neighbors to preserve this special place.

2015 VHB Transportation Feasibility Study: Langley Parkway Phase 3 (page 32 of 82)

How will cars traveling with an 85th percentile 38 mph (in a proposed 30 mph) speed impact the area? What average speed do cars have now traveling on Langley South? What impact will a 62 foot to 78 1/2 foot corridor have on the area? Will trails be enjoyable? The trails remaining will be subject to considerable noise and disruption from traffic on the roadway. How will that impact your enjoyment?

Together let's put the idea of Langley Parkway North where it belongs - with other ideas like removing the 1888 Train Station in Concord. The promise of shopping and 1500 parking places was the beginning of the end of rail service to the Capital city of New Hampshire. Concord transitioned from a multi-modal community to an auto-dependent city in rural New Hampshire.
